Frank is also upset by degenerate bars and hangouts. His theory is that if you close up these foul places the patrons will vanish into thin air. The executive secretary of the Florida Cafe Owners Association thinks differently however. He answered that the operators of bars should be allowed to do their own cleaning up due to the fact that the charges are not specifically legal. The owners of the Moulin Rouge and Leon of Leon and Eddie's chimed in on this note and pointed out that it's better to have these deviates all in one spot under supervision than loosed on the residential section. The implication that the gay ones would then go from door to door and seduce through open windows is unfortunate but necessary. You can't afford to make sense in a nonsense argument. The Miami Herald pointed out that Police Chief Walter Headly agrees with this theory of centralized depravity in order to keep the official finger on these potential despoilers of football teams.
They Have to Have Some Place To Go!
Mr. Sanders of the Moulin Rouge made a well-meaning bid for patrons as he insisted, "Some of these people are brilliant. We've shown that we can supervise them. They have to have some place where they can go!" In answer Shepard said grudgingly that they'd better clean up their bars or he'd do it for them, by gum. He whined for laws "with more
teeth in them" but added that in the meantime he would "use every weapon available" to break up homosexual hangouts. He implies that what he wants to do now is illegal. However, Shepard always sounds a little harassed and tired in his public statements. A really de-. termined man would have declared he'd clean up these dens of vice law or no law. Not Shepard. He knows a passing political storm when he sees it.
Lastly a Threat
But in spite of the appearance of weakness, Shepard threatened the city with energetically illegal procedure for the next few months. "We intend to continue to harrass those men who affect female mannerisms in public places and let them know in no uncertain terms that they are unwelcome on Miami Beach." This law enforcement officer pretends to be unaware that the duty of the police is to enforce the law not harrass, not intimidate, not commit unlawful acts. After this statement, it is apparent that Shepard should be dismissed from office at once. ONE strongly suggests that Miami voters remember him and his constituents in the next election.
ONE also suggests that this man be forced to define his term "female mannerisms" in a court of law. He should also be made to explain why two socalled perverts were arrested on charges of vagrancy and prostitution. A vagrancy charge only applies to homosexuality by interpretation and that itself is open to question. The connection between homosexuality and prostitution is open to even greater question. Shepard seems igncrant of the fact that male prostitu-
